蓝佛安说,今年“更加积极”的财政政策概括起来就是既体现在资金规模上,政策力度给足;又体现在强化政策协同上,效应进一步放大。在资金规模上,今年三个方面创新高:支出总量创新高,首次超过30万亿元;新增政府债券规模创新高,拟发行超长期特别国债1.3万亿元;中央对地方转移支付创新高,总量达到10.42万亿元。“这些资金实打实给到地方,让各地有更多财力兜牢‘三保’、改善民生、发展经济。”蓝佛安说。
