蓝佛安说，今年“更加积极”的财政政策概括起来就是既体现在资金规模上，政策力度给足；又体现在强化政策协同上，效应进一步放大。在资金规模上，今年三个方面创新高：支出总量创新高，首次超过30万亿元；新增政府债券规模创新高，拟发行超长期特别国债1.3万亿元；中央对地方转移支付创新高，总量达到10.42万亿元。“这些资金实打实给到地方，让各地有更多财力兜牢‘三保’、改善民生、发展经济。”蓝佛安说。
