稳定并完善常态化帮扶政策体系。坚持“大稳定、小调整”，过渡期后现有帮扶政策总体保持稳定。充分发挥中央财政常态化帮扶资金作用，重点用于产业帮扶、就业帮扶和欠发达地区开发式帮扶。深化东西部协作、中央单位定点帮扶、驻村帮扶、社会帮扶和考核评估等行之有效的做法，适当优化调整政策实施方式，切实提高常态化帮扶实效。
